Jai Prakash University was established on November 22, 1990, by enacting Section 3(b) of the Bihar State Universities Act, 1976, with its headquarters at Chapra. The institution is a member of the Association of Indian Universities and is acknowledged as a state university by the UGC.

Three-Year Degree Programs are offered in Humanities, Social Sciences, Science, and Commerce. Candidates only eligible for admission to the respective courses are those who have passed the Intermediate level exam. To be admitted to the Honors level, candidates must pass the intermediate level test with a minimum of 45% in the relevant courses.
Three-Year Programs in Law (LLB): A graduating degree in any discipline with at least 40% of the possible points is the minimum qualifying requirement for entrance to the LL.B. Part I program.
The university offers the following degree programs: BA, BCA, BBA, BJMC, B. Lib in Information Science, MA, M.Com, and M.Sc.
